Cane with a 20% half recharge chance on inspiration magic spells

I can't find one anywhere, please help....

Garbok's Cane. Does 20% half casting & recharge time for Insp. magic spells (Req's 9 Domination for damage) can be farmed in Sorrow's Furnace

If the cane doesnt need to be green, then there is a weaponcrafter between Kaineng center and Marketplace who has canes/rods/scepters with +5 energy and 20% recharge... price 5k and craftingmaterials.

Sorry but i have to correct myself: that crafter sells rods/scepters with +5 energy while health ^ 50 and 20% on casting time (not recharge)

they have both the recharge are a bit more spread out/obscure
